Brown Center scholars react to President Biden’s FY 2025 Department of Education budget proposal

Biden’s FY 2025 budget proposal includes $82.4 billion for the Department of Education, lower than previous requests but higher than enacted budgets. The proposal includes plans to increase the maximum Pell grant award to $13,000 by 2029, with a proposed increase to $8,145 for the 2025-26 school year. The budget also proposes a $22.4 million increase for the Office for Civil Rights, and investments in teacher pipeline programs. However, concerns exist about the fiscal sustainability of the Pell program and the adequacy of the civil rights budget increase. The budget also differentiates Pell grant amounts based on the type of institution a student attends.
