Education Trust report examines Minority Serving Institutions (MSIs) funding under Higher Education Act (HEA) Titles III and V. One in five higher education institutions has MSI status. Report suggests Titles III and V need updating to better serve students of color and low-income students. Pandemic assistance provided flexibility and funding to address long-standing needs. Report highlights institutions meeting multiple MSI designations, but funding doesn’t account for diversity within an MSI. Recommendations include increasing Title III and V funding, differentiating HBCU and TCCU funding from enrollment-based MSI programs, and providing guidance and technical assistance to Title III/V applicants.
